Temp folders cleanup question

I have some information on cleaning up temp folders but wanted to clarify
this was a good procedures.

I have been advised to Purge the Temp folder under My Computer by selecting
ALL and delete. Do not delete files in use.

Also then Click Start, click Run, type TEMP, click OK. Depending on your
Windows version, this may bring up a different TEMP folder. If so, clean it
as you did the one above. This bit I am unsure about as there are CAT, INF
and DAT files in the root of this directory.

I've done a IE Browser Cleanup and Browser History clean up.

Download, configure and use Cache Cleaner 3.2. It is free and has no
spyware/malware attached. It is a good program. See it here:
http://www.buttuglysoftware.com/. Don't be put off by the name of the site.

I downloaded this file and installed it but when i clicked the desktop icon
it gives an error
"the appliation failead to initialize properly (0xc0000135). click onl ok t
termiante the application"
where did I go wrong.
 
It is for Windows 2000 and Windows XP. It also requires .net framework 1.1
or later.

thank you. mine is xp but I donot have
..net framework
I tried in the web it is about 23 MB. shall download sometim.
