If I move the files in C:\Documents and Settings\%
username%\Local Settings\Temp to the Recycle Bin, and
then permanantly delete them, will there be an adverse
effect on any programs?

.... this is not a good idea. Some apps require the temp be
there (somewhere) while the application is open and
running. If your trash is set for an instant delete, you
will have some problems. All you have to do is create a
shortcut from the C:\Documents and Settings\%
username%\Local Settings\Temp folder and place it on
the desktop .... delete the contents as needed. I do that
on all my win pc's and it keeps the computer temp-trash
free!

The files in the Temp folder are temporary files. Recommend removing them
when you first start the computer. That way you won't have to worry about
removing files from new program installations or updates that are waiting
to be written to disk on the next restart.
