Temp files: Perflib_Perfdataxxx.dat

Under W98 I used to clean out all files and Folders in
Temp directories from time to time.
XP will not allow this because it says
Perflib_Perfdataxx.dat is in use.
Can anyone please tell me what this file is, and can I
configure the system so that all Temp directory files can
be deleted?

It's tracking performance statistics for your internal monitors. Don't worry
about them -- they're small. (Usually you can delete them just after you
reboot.)
