To enable Internet Connection Firewall:

1.. Open Network Connections
2.. Click the Dial-up, LAN or High-Speed Internet connection that you want
to protect, and then, under 'Network Tasks', click 'Change settings of this
connection'.
3.. On the 'Advanced' tab, under 'Internet Connection Firewall', select
the 'Protect my computer and network by limiting or preventing access to
this computer from the Internet' check box.

My firewall is on (WinXPPro) and Symantec's online scanner
says the telnet is wide open. As for the "Turn off
telnet" part, well, that is what I am asking for help with!
 
Something is wrong with your firewall then. Are you using the inbuilt one? If not do so.
Turn off the telnet service in Services (type using services in help). You didn't ask how to turn off telnet, you ask how to stealth port 23. Turning off a service won't block a port, it's just that nothing is listening at that port. I suggested you turn it off as that's the normal secirity procedure. Then set the last ditch defense by enabling windows firewall.
 
From the Help and Support Center:

Use the 'close' command to close an existing Telnet connection.
Use the 'quit' command to exit from Telnet.

If you are using third-party Telnet software, contact your Telnet program's
technical support group for questions about their software.
