Telnet is not working after some times.

In a Windows 2000 system telnet is working for some time, after that
it is not working, wheb tries to connect, it is giving the following
error. But telnet service is running.

"Could not open a connection to host on port 23 : Connection failed."


But rebooting it is working for some times, then stops.

Plz help me.
 
Perhaps port 23 is not open on the target machine. Try
some other ports, e.g. ports 25 or 110 with your Internet
Service Provider.
