Telnet is not working after some times.

In a Windows 2000 system telnet is working for some time, after that
it is not working, when tries to connect, it is giving the following
error. But telnet service is running.

"Could not open a connection to host on port 23 : Connection failed."


But rebooting it is working for some times, then stops.

Plz help me.

Is this a Windows 2000 Server or just Windows 2000 Pro?
Windows 2000 Pro has a limit of 10 concurrent connections.
You may be hitting this limit.
