tell XP to always use primary monitor?

I run dual monitors. Is there a way to tell Windows XP (SP3) to ALWAYS open
new windows in the primary monitor? 50% of the time I only have my primary
running. I usually forget to move windows (like browsers for example) over
to the primary before closing them so Windows thinks that I want to open it
up again in the other monitor.

I know how to tell an app to open in the primary the next time around by
restoring it in the primary and then closing it. That's not the problem. I'd
like to tell windwos to NEVER open new instances of anything in the
secondary monitor. I'll move them there if I want them there.

Yep. I know how to do that and do it often. That's one thing I'm trying to
avoid. That or turning on the other monitor to move it that way. Just want
to avoid the whole move process altogether.
 
Depends whether you are using dual monitor setup provided by your graphics
card software/driver or windows default setup
If using graphics card software its an option of that software/driver, if
using windows default, no can do.
 
It's set up through my ATI Raedon 4650 using the Catalyst Control Center
software. But I don't see any options in there for this.
 
My mistake. There are some settings in there. I have to figure them out. Not
very intuitive. Not sure if it will do what I need yet.

I am trying to do the same thing if you have figured it out. I also
have the Catalyst Control Center, but it seems to be missing features
or something, parts are grayed out.

Various of the video card companies, used to have "desktop management"
software available. I don't know what has happened to that functionality,
whether they gave up on it, or it is embedded in their current driver.
In this example, it is called Hydravision.
