With a firewall off, there is nothing to block a port so all ports would,
in theory, be "open" by default. But if there's no program or service or
task listening to a particular port, then the traffic would be for naught
since it would arrive and have no destination.

What ports are open by default when XP boots? This would be with the
Windows
firewall off.
