Does any utility that can perform the TCP/IP port
monitoring. I will use it to perform the process
functional test.

I'm not quite sure what you're asking for.
"Ethereal" is a network sniffer
"GFI LANguard Network Security Scanner" is a scanner for open ports (and
some more). 30 day test/evaluation period.

Does any utility that can return the status of the port.
I would like to write a batch for port testing. If the
port haven't response, my batch will return a message of
port no response.

I suppose NETCAT is the tool you are looking for. Netcat is available for
some OS, search for the WIN32 version.
