TCP/IP fails to receive packets

have a system running XP Pro and it lost its
connectivity...I check the TCP/IP Properties and it will
say that it is sending packets, but not receiving. I put
a new network card and it does the same thing. I finally
reinstalled XP into a new directory and everything worked
fine for about a month, then it did it again! I tried
the netsh command to reset it, but nothing. I really
don't want to reinstall xp and transfer again... any
ideas?
 
Ever had any 3-rd party firewall, virus scanners etc on this machine?
