TCP/IP Error in Event Viewer

The error below is appearing in error logs for clients running XP PRO sp2.
These operating systems were pre-installed on Dell Dimensions.
They are accessing a SQL Server 6.5 database.
The application does not display an error message however the inquiry that
would normally take a couple of seconds takes several minutes to complete.
Clients with sp1 do not have this issue.

System Event Log:
'TCP/IP has reached the security limit imposed on the number of concurrent
TCP connect attempts.'
