Have you tried this registry fix? I know it works for NT4 and XP.
Under the following registry key
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft
\Windows NT\CurrentVersion\NetworkCards, there are numbered entries fo
each installed network adapter. Under normal circumstances, each entr
will have a ServiceName value that refers to a Registry key under th
following:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services
1. Check each NetworkCards entry and confirm that there is
corresponding Services entry. If a NetworkCards entry refers to
service that does not have a corresponding Services key, delete th
entire numbered key (Do not
delete any other NetworkCards entries, and do not deleted the entir
NetworkCards key).
2. Close Registry Editor and retry the RAS connection
