TCP/IP connection lost (WINSOCK Problem??)

When I boot up my PC using WinXP Prof I receive the
following error message inside a Mobile Device Connection
box "TCP/IP Network Transport is not Installed". I have
tried the Network Connection Repair Wizard, but it says
it can not repair the connection. I also had to call
Microsoft and reactivate my WinXP software product code
after 2 days with this problem. Reactivation has not
solved the problem. The PC was working fine before I
went on vacation :-(

I am using a Linksys cable modem and router. My other PC
is connecting to the internet (with occasional problems
that I think are more related to the recent viruses that
my ISP is fighting through). I believe the TCP/IP problem
is in the operating system. Is this fixable without
completely reinstalling WinXP? If so, how?

Thanks,

The error message I received is: "An error occurred
while renewing interface local area connection. An
operation was attempted on something that is not a
socket". The following IP information also appeared:

Connect-specific DNS Suffix: Was blank
Autoconfig IP Address: Was 169.254.18.149
Subnet Mask: Was 255.255.0.0
Default Gateway: Was blank

Thanks for looking at this problem.
Phil

What error do you get when you type "ipconfig /renew" at a command prompt?

I have the exact same symptoms/problems as Phil G describes below and only
noticed the DHCP symptoms/problems after installing the latest Windows
Updates into a laptop with WinXP Home (coincidence??). I have the DHCP
problem with a 3COM PCMCIA NIC (which was previously used to get the Windows
Updates) and also DHCP problems with a Lucent (Agere) 802.11b wireless card
(that works in any other XP machine I put it in).
BTW, I HAVE NOT installed the XP WPA update, in case someone is thinking
that update could be contributing to the problem.
I am very close to just formatting the HD and reinstalling the whole thing
from scratch, but I would really like to see some sort of solution so that
this drastic measure is not needed.

I have traced several of these problems to improperly configured winsock
LSPs. Run "winmsd" and go to Components/Network/Protocol. Look at the
names in the list, anything with "MSAFD" in it or the "RSVP xxx Service
Provider" should be fine. Anything else is suspect, and uninstalling the
owning program might help.

If that fails or your provider list is empty, you may need to rebuild the
catalog from scratch. The following instructions will rebuild your catalog
for TCP/IP. If you are using any other transports (If you don't know, then
you probably aren't) then you will have to reinstall them as well.

1. Backup and delete the following registry keys

HKEY_LOCAL_MACHINE\System\CurrentControlSet\Services\Winsock
HKEY_LOCAL_MACHINE\System\CurrentControlSet\Services\Winsock2

2. Reboot

3. Go to the network connections folder, right click the icon for your
network connection, and select properties.

4. Click install, choose "protocol", and click "add..."

5. Click "Have Disk...", enter "\windows\inf", click OK

6. Select "Internet Protocol (TCP/IP), click OK

7. When the process in complete, reboot
