Taskmgr Not Working

When I hit alt-cntrl-del nothing happens. I have been able to go into the system and at least get it not to be grayed out wehn I left click the bottom message area of the screen. I have tried everyhting and even have been looking for a download of the taskmgr.exe to reinstall it without any luck

Do a virus scan. Better still, a virus definitions brought up-to-the-minute
on-line scan.
