The same way you got it on the right-hand side? Simply make sure that it is
unlocked (right click to check/change) then click-drag it to whichever edge
you desire. Then lock it again to prevent further unintended movement.

In addition to the other suggestions you have received
if dragging with your mouse seems only to be resizing the bar
instead of moving it, you could try using the Task bar's command menu
with your keyboard. E.g. once you unlock the Task bar you will notice
that Win,Alt+Space will show you that a Move and Size menu item
enabled. Select the Move item and press CursorDown...
