I have always been able to right click on the power plug icon in the
taskbar
and it would drop up a list of my power settings to chose from. Now it
only
opens to "adjust power properties" and I can't find where to change this
back.
Yes I can double left click and get the power options properties window
but
this is overkill.

I'm mixed up.
I enabled the power icon in my Notification area and it shows up.
If I move the mouse over it, it says On AC power.
If I right click it, it says Adjust Power Properties.
If I left click it, I get a list of the 6 default power schemes that
I can change.
You said you right click on the icon and used to get a list of options
- did you mean left click to get the options?
Later you said that in the power control screen (I hope you mean Power
Options Properties screen) you see 4 options.
There should be 6 options by default.
Are you missing 2 options? What 4 do you see?
If you only see 4, we should fix this first (relatively easy me
thinks) because it is wrong - and then see what happens. Unless you
deleted some schemes in the past on purpose or by accident?
If you somehow are missing two power options - even when you look at
it in Control Panel, it could be screwed up enough to keep the left
click from presenting your list of (what should be) 6 options.
Let's get your 6 options back and see what happens. How many power
schemes do you have in Control Panel? Which ones are missing in
Control Panel?
