Taskbar won't resize properly

The taskbar on my wife's computer somehow got changed from one-bar height to
two-bar height. I can unlock it and resize it to no-bar height or two or
more bar heights but not a single bar height.

By "bar" I mean increments of height.

How do I correct this to get back to single bar height?

Something on her bar now resides on the second, 'top' line of the taskbar, so
you need to drag it back down, then resize the bar. (If empty top line, it's
probably a selection to show the date on the clock)

Thank you for your reply. After hacking around with your suggestion I
discovered the problem and solution: When the machine boots up, Eudora
starts and shows on the second line of the taskbar. In trying to solve the
problem, I had closed Eudora, leaving the second line of the taskbar (on the
left side) empty. By leaving Eudora open I was able to drag the Eudora to
the top line. Then, the bar sized correctly.
