I am unable to shrink the task bar back to its normal size, when I
try to move it down to its normal size, it shoots straight off the screen
but it can be extended half up the screen, it should be about 1/4"thick.

I am new to XP, have just installed thanks.

Try

1)- Rightclick the Taskbar/Properties and uncheck "Auto Hide the Taskbar
Set your cursor on top edge of taskbar so it becomes a double headed u
and down arrow, and just so slightly pull down so it reduces one bar and
again till you get it where you want it. After that you can reset to Aut
Hide if that's what you want, most people autohide
Note: You can also move the taskbar to the right of the screen, just drag it there

2)- Try reducing the number of icons in the QuickLaunch area, but dragging th
glider (vertical bar) that borders that area left or right. Show only
few icons. The rest will be available by clicking the >> arrows to th
right of the Q.L. area. THEN try to resize the taskbar

3)- For most XP answers and tweaks..
