Taskbar *stuck* on side--won't drag

A little while ago (possibly it was dragged) but I couldn't tell--my toolbar
docked on the side of my screen instead of the bottom. Of course you should
be able to simply drag the toolbar all over the place and easily get it
back, but I absolutely couldn't do anything but make it thicker sideways.
It would not drag toward the bottom (revert to default) even after several
reboots. I system restored, and then I remembered Kelly's great tool whose
"restore to default" choice would no doubt have done the trick.

But this made me wonder:

1) Why I absolutely couldn't drag it back to the default position at the
bottom of the screen (it should have happened easily).
2) What is the regedit or script behind Kelly's restore to default item in

Is your desktop locked?
Right click on desktop, arrange icons by, lock items on
desktop...

It wasn't locked, I locked and unlocked it several times to make sure.
When it's locked, you can't drag it anywhere. You don't get any double
arrowed "handles" in the locked position. I could drag it to the right to a
thickness of about 4". Normally when this happens to a someone who isn't
aware you can position it various ways, you simply have to show them to drag
it back diagonally to the bottom. It would only stretch.

Data Type: REG_DWORD (DWORD Value)
Value Data: (0 = locked, 1 = unlocked)

There may be other registry keys and values involved.
