taskbar/start button frozen

i need help! i can't access start button or task bar....i
get a large hourglass. the only way to access my programs
is to go to my computer& access the needed items. i hope
someone can help. thanks

I would run a manual repair, tip 2039 in the 'Tips & Tricks' at
http://www.jsiinc.com, followed by reapply your latest service pack.

If this is a one-time condition, shutdown and reboot. The shutdown may
hang. Wait a while and if necessary power off the system, then
restart.

If this is a persistent problem surviving reboots, I have no specific
recommendation at this time.
