I can size the taskbar to any width EXCEPT the normal
single width. What gives?

Some things to check:
-Quick Launch (or any toolbar): Right click in an empty space. Select View
and Small Icons.

-Double check that the toolbar is sized for a single line of icons instead
of two or more.

-Display> Appearance>Advanced: Select "Caption Buttons" in the drop down
items list and reduce the size. I use 1152x864 for my desktop size and
Caption Buttons are set to 25 with the XP theme. -OR- Reset the desktop to
a standard theme. This will apply standard sizings for all components.
