Taskbar Setting Failure

Hi anyone, I need a help here as my taskbar cant seem to display or set the way I want after restarting the PC. It goes back to the same setting each time I restart my PC. Is there any way I can fix my setting on the taskbar? It is very annoying.

The problem is that I cant get rid of the Address and Links in Taskbar. I tried to remove it but it goes back to the previous one after each restart. Please help. Thanks.

Note the instructions at the top of the page,
then scroll down to line 30,
(Windows XP Doesn't Save User Settings)
and to line 164,
(Restore Taskbar to Default Functionality)

Right-click the hyperlinks, then click | Save Target As |
to download the files, "savesettings.reg" and
"xp_taskbar_desktop_fixall.vbs",
then double-click each file and follow the prompts.

Thank you very much for your assistant. However, the problem still exists. After doing what you have told me to do, the setting remain the same after restart. Is there a better way to fix my taskbar layout permanently? Or is the other program that reset the setting of the taskbar after restarting? The address and links bars keep appearing. Please help me again. Thank you.
