Taskbar properties not reachable

Although I am logged in as 'administrator', I get the
following message when trying to access my taskbar
properties:
"Restrictions. This operation has been cancelled due to
restrictions in effect on this computer. Please contact
your system administrator."
I have never seen this message before on this machine..
can anyone give me a clue?
