Taskbar problem

When I turn on PC,taskbar is blue,as I
determined;but,after some minutes it becomes shortly
black and then olive-green,and it stays in that
colour.Before it happends,I can hear short sound from
hard disk.What happend with my PC,and can I fix it
somehow?
