taskbar oddity

Every so often, when I hover the mouse pointer over the lower right hand
icons, the description, instead of being on top, is hidden behind the
taskbar. I can just see the top of the description. Any thoughts on why, or
how to fix?

how to fix?

The why is a war between two different objects trying to achieve the
"always on top" state. How to fix: There's a variety of workarounds but
none (that I know of) with permanent results. Easiest (perhaps "least
invasive" is a better term) workaround is to log off and then log back on
again.
