Taskbar missing buttons for minimized programs - Argh!

Win XP Tablet version. Two users. One is okay the other does not show buttons
for any running programs. To get to them I have to Ctl-Alt-Del (task
manager), highlight the app and switch too. Real drag. Anyone know how this
happens and more to the point how does one restore to normal function?
