Taskbar item order

If I have several tasks running is there a way to move re-order the taskbar
items?

In other words, if I want the second item in the taskbar to be the first,
and the first item to be last, is there a way to re-order them without
having to exit and re start them in the order I wish them listed?

In many words: No, you need to open them in the order that you want them to
appear.
