Taskbar is missing!

My system has suddenly become very slow to boot up and,
when it finally does, the taskbar is missing. There is a
narrow line at the bottom of the screen and I can get the
double arrow but can't expand and the shortcut menu but
property changes don't affect it. I'm assuming I need to
run some maintaince, but without access to the start menu,
it is difficult. Any suggestions welcome.
 
The taskbar may be set to "autohide". Try hitting the "windows" key (or
ALT-S) to bring up the start menu and taskbar, right click on the taskbar,
select "properties" and then un-check "autohide taskbar"

I can get to the "properties" though the short cut menu
(right click) and have uncheck "autohide" to no avial.
Will try the "alt-s" option as well.

If you can get the taskbar "properties" to display check also to see if it
is "locked",,, if so then "unlock" it by right clicking on the settings and
the "dragging" the drop edge back up into sight.
