im a new XP user. how can i add an outlook express icon
to my taskbar ? have a short cut on desktop. when i had
windows ME the icon was there on the taskbar

Are you asking how it add it to the *Quick Launch* bar?

Just drag a shortcut to it there.
 
Hi,

Drag it there. If it fails to take hold, right-click the taskbar and uncheck
(click on) "lock the taskbar" first.
