Taskbar Icons

For some reason I am unable to use the taskbar icons at the base of my
desktop. This includes the 'Start' icon. In addition if I have minimised a
window I am unable to restore it by clicking on it. Can anyone help URGENT!!!!

Run these(run one by one and check):
99. Restore the Task Bar to Default Settings
164. Restore Taskbar to Default Functionality
240. Programs Aren't Minimized in the Taskbar
243. Allow Changes Being Made to Taskbar

298. Taskbar Repair Tool Plus!

Can you tell me how to run the suggestions below? The "safely remove
hardware" icon is gone from my taskbar. It is listed on the "past items"
list. Meanwhile my daughters mp3 player is attached to the computer. Thanks
