To the best of my knowledge, they cannot be. If you have a lot of them, you can increase the height of the taskbar so that the individual boxes grow wider. But the icons themselves won't change in size.

Display, Appearance, Advanced, Caption Buttons It will allow you to adjust the size of the taskbar icons but the down side is that is also affects the minimize, maximize and close buttons as well.
