Taskbar hangs after dial-up connection

My computer (Toshiba laptop) usually hangs for up to several minutes after establishing a
dial-up connection to the Internet. Existing applications generally work OK, but nothing
new can be launched from the taskbar (which is itself hung) or hot-keys. Sometimes the
whole computer freezes. If task manager is started before connecting, nothing untowards
shows. There is nothing suspicious in the event log. When I connect to the Internet
though the LAN at work, there is no problem. This happens regardless of which application
launched the Internet connection (it also happens if I connect directly through Start =>
Connect To). Uninstalling anti-virus made no difference. The computer did not come like
this; I think that it started after installing a Windows update, but I don't know which
one, and uninstalling all of them (along with everything installed on top of them) then
installing them again (over a dial-up connection) would be immensely difficult. I've
appended a list of links to other people who've found this problem (and a discussion I
had on .general about it), covering a wide variety of hardware and setups.

First I suggest booting to Safe Mode
(restart and tap on F8 and choose Safe Mode from Advanced Menu screen)
Start > Run > services.msc
In the list of Services -
Double click on SSDP Discovery Service -
Set the Startup Type to "Disabled"
Click OK
Do the same to Universal Plug and Play Device Host
Close out of the Services window
Restart to Normal Mode
(just restart the system)
Test the issue to see if resolved
Not resolved?
Time to employ System Configuration Utility
(This is a trouble shooting tool - end goal is to identify source of issue
and deal with it and be able to put System Configuration Utility back in Normal Startup)
Start > Run > msconfig
In System Configuration Utility -
Click on the Services tab
Check the box "Hide all Microsoft Services"
Now with the list of Non Microsoft Services showing
Click on Disable All button and then click on "Apply"
Now click on the Startup tab -
Click on Disable All button and then click on "Apply" and then "Close" and then "Restart"
System Restarts
Message appears from System Configuration Utility
Click OK
Click on the Services tab
Check the box "Hide all Microsoft Services"
Verify that all Non Microsoft services remain unchecked or make note of any that rechecked themselves
Click on the Startup tab
Verify that all Startup items stayed unchecked or make note of any that rechecked themselves
Click on "CANCEL"
Test issue to see if it is resolved
If the issue is resolved at this point then it becomes a process of elimination to determine the source
Open msconfig again
First bring back all of the Non Microsoft services by rechecking them
Restart
Check System Configuration Utility
Cancel it
Test issue again
If issue comes back, then you know one of the Non Microsoft services is causing it
Use msconfig to determine which one
If issue did not come back then start bring back half of the Startup group
Restart
Test again and so on to determine which Startup item is causing issue.

If trouble shooting by System Configration Utility did not produce any resolution
then just put it back to Normal Startup and
Restart

Then I would trouble shoot the issue by using Device Manager
Start > Run > devmgmt.msc

Since you are using a Dial-Up connection at home
I would start by disabling any Network Adapters
(These would have to be enabled again for work)
Restart
Test issue
If resolved, then it's a conflict between the modem and NIC

If not resolved, you could try disabling other non essential
items in Device Manager such as the Sound Card

All of this type of trouble shooting is not too risky as it is all reversable

Thank you! The problem was actually a Microsoft service - IPv6. I uninstalled it and now
everything is fine.
