After a power outage and rebooting my computer, in only my user account, the
taskbar has managed to duplicate the open programs toolbar. Is there a way i
can remove this extra toolbar. In the right-click menu of the toolbar it does
not give me the remove option like all the other toolbars. I'd like to avoid
making a new user account. Any help would be appreciated.
Thanks.

Do you mean that the toolbar is twice its original width with open
programs showing only once, or do you mean that open programs are
showing twice in an extra area?

Jeremy,

See if repairing the taskbar helps:
