Taskbar changes are lost after restart

Windows XP was recently reloaded onto a formatted hard
drive. Since the reload all previous issues are resolved.
However, now the taskbar can only be modified for the
current session. After a shutdown/startup or restart all
prior changes are lost. Please respond with information
that could help resolve this issue. Thank you.

Create a new user profile and see, if this happens there as well. If
no, log off all users and log on as the Administrator. In the Control
Panel > System > Advanced > User profiles > Settings copy over the old
profile to the new one. Check the new profile again, then delete the
old user.
