Taskbar and Start Menu Windows XP

On my daughters laptop, we cannot access the Taskbar or
start menu. When I go to control panel to try and open
that section - it will not open. The Taskbar and start
menu were visible earlier but now is off the screen (and
2 little blue lines show up. We can access everything
else on the desktop and can enter programs via Windows
Explorer. This seems to be some kind of lock out but I
am clueless on what to do next - as we have tried most
avenues several times.

If you carefully position the mouse pointer over those two little blue
lines, then hold down the left mouse button, the cursor should change
to a double headed arrow. If you drag the arrow up, the taskbar
should move back up too.

If that doesn't work, check in Settings - Control Panel - Taskbar, and
make sure "Lock the taskbar" isn't checked.
