Taskbar and Start Menu Color Won't Change

Hello everyone, I have looked everywhere and can't figure out what is going
on here.. When I go to "personalize" and change my color to any of the 8
premade colors, the window color changes, but the taskbar, start menu, AND
the color of windows when Maximized, doesn't change.. Does anyone have any
idea what is going on? Aero is chosen, and my theme is Vista... Sorry but I
am at my wits end!

It's by design. It is always black, but you will notice that the reflected
light at the top of the Taskbar does change its hue.
