Taskbar and Start disappeared

I recently succeeded in loading XP (after three failures
and countless hours), doing a new installation on a clean,
FAT-formatted partition on a slave HDD, with Win98 on the
master HDD. All was well until I installed Norton
SystemWorks. Then I could no longer see the Start button
or taskbar. Without those, could not get to control panel
to modify settings.

Uninstalled Norton via Task Manager but still can't see
Start/Taskbar. Any ideas on how to get the Start/Taskbar
back, shourt of uninstalling and reinstalling XP?
