Do you mean Task Manager? How about MSCONFIG? Is that also not working? If so you may have a virus/trojan infestation on your computer, as there are several that cause this effect. Make certain that your antivirus software is completely up to date with the virus definitions not more than a week old and do a complete virus scan of your hard drive.
