task manager

When I press and hold ctrl/alt and then delete, I no longer get my task
manager.

I get a window that shows

User ID Status Client name Session
Owner 0 Active Console

and on the bottom of the window it has a disconnect and Logoff button.

And on my task bar it shows a green square for CPU usage.

The same thing happens when I click on task manager in the windows folder.

Can you help me access my task manager?
