Is there a way to have the Windows Task Manager start automatically every
time you log-on or reboot?

Copy and paste it from system32 to the startup folder.
 
Start > Run > Regedit > navigate to

HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Run

add a "String Key"
and give the value as "taskmgr.exe"

If you are seeking to ascertain reasons for poor performance doing this
adds another reason for the poor performance. It's much better to use
Task Manager as and when required. There are also better freeware tools
for many of the tasks you might use Task Manager for.
