Windows Task Manager launches automatically every time I switch my PC on, and
programs run VERY slowly as a consequence.

Can I prevent it running automatically, or can I stop it running?

Start Run MSCONFIG

Be VERY CAREFUL what you do !!!!!!!!!!!!!!!!!!!!!
 
Task Manager should not slow down your puter appreciably. It takes only 1
or 2 %. I open it up and minimize it right after booting up.
