I have an error message "Task Manager has been disabled by administrator".
When I boot up I get up to login and there is no administrator login. So I
put in my password and it takes me to the main back ground but nothing on it
and I can't right or left click anywhere nothing comes up. And the samething
happens in safe mode. I even tried to reload windows nothing won't restarted
with CD in nothing.
I now get an error VMBTQW.EXE not working. It's a dell dimension 2400.

Is this a work computer? Is your computer a part of a domain, and
downloading GPOs that might be restricting these applications? It
sounds like this is the case, and that you were not put into the proper
groups or the GPOs are just misconfigured.

At the logon screen, I believe you can hit Ctrl-Alt-Delete to bring up
the regular/old logon screen where you type in a user name and password.
 
It seems that there is some trojan, or malware running in the
background, which does not allows you to see the Task Manager and
displays error "Task manager has been disabled by your
administrator". To remove it first enable your disabled Task Manager.

To enable your disabled Task Manager download Task Manager Fix
(http://www.diskdatarecovery.net/task-manager-has-been-disabled-by-your-administrator)
tool.

Download it, Click Fix Now and it enables your Task Manager. When the
Task Manager gets enabled then check out for any suspicious process
running in the background. And if any then kill them.

Use MSCONFIG command to remove the unwanted processes to run on next
start up.

To use MSCONFIG command Click Start->Run and Type msconfig in the
dialog box.

Goto Startup Tab and uncheck unwanted entries. And it’s all you
require
