Task Manager won't appear

When I press Ctrl-Alt-Del, the tab at the bottom of the screen appears, but
there is no application window. I can right click on the tab, and all the
options are there, but nothing I do will make the window appear. The same is
happening with a few other programs, like Skype for example.

How do I fix this problem?

My guess would be that they are there, just moved off screen. Click that tab
to put the focus in whatever app is off-screen, then press alt-space to open
the system menu, then M to do a move, hit the up arrow, then click the
mouse, and the app should appear at the pointer.
