When I press CTRL+ALT+DEL I recieve the message...
Task Manager has been disabled by your administrator.
Since I am the only administrator on this computer, how
can I change this message.

Click Start, Run and enter REGEDIT Go to:

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\System

Look in the right pane for a value called DisableTaskMgr. If it exists, it
should be set to 0 (zero). If not, double click the DisableTaskMgr value
and set it to 0. If it doesn't exist, right click in a blank area of the
right pane, select New, DWord value and name it DisableTaskMgr. Leave it at
0.

The tip from Doug Knox takes care of the problem.

Additionally:
Lift TaskManager restrictions (thru script)
