Task manager is in limited mode

I am a member of the administrative group and just found my task
manager is running in a Limited mode when I am logged in to my Win2003
Domain. No Process tab, no performance tab, just the current task tab is
present. There is also no text menu for me to choose to close the GUI or
even shut down the PC. Where in the Group Policy is the ability to fix
this?

Try to double-click on the surrounding border and see if it
returns to the normal look...
