'Task manager is disabled by the administrator" message

When I press ctrl+alt+del I get the above message. I am
the administrator and do not remember doing that. How to
I reactivate the task manager? My task bar at the bottom
of the computer works fine. By the way what are the
functions of the task manager. I needed it to upload
quicken updates.
