Task Manager has been disabled by your Administrator

Hi all,

"Task Manager has been disabled by you Administrator"
comes up in a message box when I do the 3 finger salute.

I am logged in as Owner in XP Home. When I login as
Administrator in safe mode, taskmgr runs. I think it may
be the result of an invasion from the Internet. Anyway
if this is a policy/permisions issue how do I get "Owner"
to run the task manager?

AVG in its' first pass found over 500 viruses.
It is making the second pass now and it still found another
85 or so.
The system is so corrupted and compromised that it is
probably easier to backup My Documents and run a hd
cleaner that rights zeros to the hd and then reload XPH
from scratch. IE is so corrupt it won't even run. I had to
put Firefox on it just to get it to browse.
