Task Manager disabled

I get the message that the Administrator has disabled
Task Manager. How do I re-enable it so that I can
determine what is going on and shut down frozen programs?

Also, some viruses may disable the task manager (and other
apps) that might allow virus detection or removal.

restore to see if that
