Task Manager Disabled

I needed to close a "not responding" program via the Task
Manager. When I clicked ctrl-alt-del, I noticed that the
Task Manager was grayed out. I went to "Run" and typed
in "taskmgr.exe" and got the following "Task Manager has
been disabled by your Administrator". I am the only user
on this system and made no adjustments so am a little
perplexed. Can someone please tell me how to re-enable.

1. Logon uses a Computer Administrator type account:

2. Locate the key:

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\
Policies\System\

At the right pane, double-click "DisableTaskMgr" and change
its value to 0

3. Exit registry and the issue should be resolved.

That nailed it! Any ideas what caused it to be disabled?
