Task Manager corupted

When I open the task manager I can't see anything but the
very bottom bar, the rest of the program isn't there. I
tried to replace the files in windows/system32 but it
didn't fix it. Anybody know what's wrong?

Open Task Manager and double-click on its window border.

Have you tried double clicking on the visible portion
to see if it reappears?
